The new owner and former Chicago art teacher testified she moved to La Crosse to take over her parents' gas station and promised to run it lawfully, asking for the tobacco license so she can hire another employee.

The proposed store agent testified about her background, explaining that past police calls to her home involved foster children she cared for, and said she is capable of helping run the business responsibly.
