Manitowoc Warming Shelter CUP

A volunteer with 600 nights at the shelter thanked the city and shared the story of a guest who got sober, reunited with her kids, and became employee of the month — about 20% of guests return with housing or jobs.

Pastor Sauer presented data showing shelter guests are local residents — 57 of 83 surveyed lived in Manitowoc County — and argued the church site meets all life-safety requirements the city asked for.

Pastor of the host church said they're excited to partner and that neighboring homeowners told them they support the shelter.
