9 issues in development with high priority
2027 HOME Housing Funds and Rock County Consortium Amendment
About $1.06 million in federal HOME funds would go to homeowner rehab loans, down payment assistance, Habitat for Humanity construction, and the 737 Bluff Street rehab project.
Affordable housing lots sold to Habitat for Humanity
Three vacant city-owned lots in the Hackett neighborhood go to Habitat for Humanity for $1 each to build single-family affordable homes — with a two-year deadline to get a certificate of occupancy or the city can buy them back.
Creek Woods subdivision development
A 93-lot residential subdivision on S. Creek Road and Murphy Woods Road is now officially platted, zoned, and master-planned. The sticking point was a staff-recommended sidewalk connecting the east and west halves of the neighborhood — the developer resisted it, but the council required it. Expect new housing and a larger tax base, plus a future $1 million market rate housing incentive grant and development agreement still to come.
Development of 60 acres near the casino
The city is giving Forward Development Group 20 weeks of exclusive negotiating rights to study what could be built on about 60 acres at Willowbrook and Colley Roads near the new casino — retail, healthcare, housing, and more are on the table.
CareerTek relocation and expansion at 625 Third Street
CareerTek, which provides career training and college prep to local students, is moving into the former Golf Lab space on the Ironworks campus with room to grow — enrollment has climbed from about 1,163 students in 2022 to over 1,800 in 2025. The PUD also opens the door for office, retail, and entertainment uses nearby.
Heritage Grove subdivision — 125 new homes in the Town of Beloit
A nearly 60-acre subdivision with 125 single-family lots north of Garden Village cleared its first major hurdle. It will use Town sewer and City of Beloit water, and lots range from about 9,200 to 27,500 square feet.
Data center development concerns
Nearly 20 residents — including visitors from Cedar Rapids, Iowa, who lived through a data center build-out there — urged the council to pause, study water use, noise, traffic and transparency before committing. Three council members got a formal discussion added to the agenda, but no moratorium or action was decided tonight.
